2009 - 2010 Seminar Schedule
To be eligible to officiate games in Missouri / Illinois scheduled by MIHOA, you must:
  1. Be at least 12 years of old BEFORE July 1st of the 1st year of the registration season.  Ex.  12 years old
    by July 1, 2009 for the 09 / 10 season.   This is a MIHOA requirement.
  2. Become a member of the Missouri Ice Hockey Officials Association.
  3. Attend and complete a USA Hockey sanctioned Officiating Seminar for the level that you apply to USA
    Hockey for certification.
  4. Register with USA Hockey and apply for certification as an on ice offical.  (fee varies for level that you
    apply for)  Please see Classification Requirements for more information.
  5. Complete the USA Hockey Open Book Rules Exam and get a passing score.
  6. Participate in the Missouri Hockey screening process and be cleared and listed on the Missouri Hockey
    list of screened persons if your are 18 years of age of older following same example listed in #1 above.

USA Hockey Classification Requirements

Level 1
  • Must register, submit application and pay fee ($35.00) to USAH for level 1 certification
  • Must attend a classroom seminar and participate in on ice instruction. **
  • Must attain an open book rules exam score of 35/50
  • Screening process must be completed and passed per affiliate guidelines if applicable

Level 2
  • Must have been a Level 1 or higher (complete) within the last 2 seasons
  • Must register, submit application and pay fee ($60.00) to USAH for level 2 certification
  • Must attend a classroom seminar and participate in on ice instruction. **
  • Must attain an open book rules exam score of 85/100
  • Must attain a closed book exam score of 24/30
  • Screening process must be completed and passed per affiliate guidelines if applicable

Level 3
  • Must have been a Level 2 or higher (complete) within the last 2 seasons
  • Must register, submit application and pay fee ($80.00) to USAH for level 3 certification
  • Must attend a classroom seminar and participate in on ice instruction. **
  • Must attain an open book rules exam score of 90/100
  • Must attain a closed book exam score of 40/50
  • Screening process must be completed and passed per affiliate guidelines if applicable

Level 4
  • Must have been a Level 3 or higher (complete) within the last 2 seasons
  • Must register, submit application and pay fee ($90.00) to USAH for level 4 certification
  • Must attend a classroom seminar and participate in on ice instruction. **
  • Must attain an open book rules exam score of 90/100
  • Must attain a closed book exam score of 40/50
  • Must attain a skating exam score of 27/30
  • Screening process must be completed and passed per affiliate guidelines if applicable

Notes:
  • Complete means that an applicant has met all requirements for the level for which they applied
  • Failure to successfully complete minimum requirements for level applied for will result in a certification at a
    lower classification or possibly not being certified at any level
  • Incomplete means an applicant has filed an application, but has not completed all of the necessary criteria
    for attainment of certification at that level
  • A new official (not registered and complete the previous season) may not officiate until they are complete.  
    An official registered and complete for the previous season, may not officiate after November 30 of the

Open Book Exam
Each season all applicants must take an online open book rules exam. Applicants  who do not receive the
minimum score for the appropriate level will be sent a retake notice. Only one retake exam per applicant is allowed
for Level 2, 3 and 4 applicants. An applicant applying for Level 2, 3 or 4 who do not receive the minimum score for
the appropriate level will be registered at the highest level for which the retake exam score would qualify (See
Classification Requirements for scores).  An applicant applying for Level 1 will be allowed an additional chance
(total of 2 retakes) to get the minimum score.  Applicants who get a retake notice will be locked out of the system for
a period of 7 days before being allowed to gain access to the retake exam.  Level 1 applicants who get a 2nd retake
notice will be locked out the system for a period of 14 days before being allowed to gain access to the 2nd retake
exam.  
Retake exams must be taken with 30 days of the retake notice.

New Officials
(Never been registered before)
All applicants who have never officiated must register and apply for Level 1 certification the first season. Exceptions
to this rule may only be made by the
District Referee-in-Chief, prior to registration, in extreme cases in which the
applicant has extensive hockey officiating experience that would foster applying for Level 2 certification. No first time
applicant may apply for higher than Level 2 for the first season.

Renewing Officials
Renewing officials may apply for one level higher than their completed registration level from the previous season.  
Officials are allowed to take one season as unregistered or incomplete and return at the same level they were last
completely registered at.  Level 1 completely registered officials are allowed to take one season off and still be
eligible for level 2 the following season.  The level that each renewal official is eligible for is designated on the
postcard sent to all registered officials announcing the new registration season.  An official may apply for a level
lower than their eligible level.  However, once the application has been received at the National Office, an official
cannot change the level they have applied for

Returning Officials
(After one (1) or more seasons not registered or not completely regiostered)
We are always happy to have officials return to the USA Hockey Officiating Program after some time away from the
program.  Because of your past experience with our program you may be able to apply at a level higher than Level 1
depending upon the level at which you were last registered and time away from the program.  As a general rule,
officials may take one season off (unregistered or incomplete) without forfeiting the current level status.  If, however,
an official is off (not registered or incomplete) for the previous two seasons, they must apply for registration one
level lower (except Level 1) than that of the last season "completely registered."  A Level 4 official who takes 3 or
more seasons off will be required to return at Level 2.

It is the policy of USA Hockey to assign only qualified officials to all levels of competition. The USA Hockey
Officiating Program strongly recommends the above listed minimum guidelines be followed when scheduling any
USA Hockey sanctioned game.
 *** Level 1 may work at the recreation level of this age group

Note: An official must be completely registered on or before December 31st of the current season to be eligible to
officiate in any USA Hockey sanctioned State, Regional or National Championship game.

Registration and certification with the USA Hockey Officiating Program does not guarantee any official any game
assignments.  Officials are responsible to obtain their own game assignments from local game schedulers as
designated in each District.

Any game scheduler who assigns incompletely registered officials for games is subject to serious liability as
he/she jeopardizes the insurance coverage of all participants involved in the competition.  Whenever possible, only
qualified officials should be assigned to games based on the above minimum level guidelines.  Updated listings
of currently registered officials are available from the District Referee-in-Chief on a regular basis.

Officiating Games
Most of the success of the registration process depends on you and your timely completion of all necessary steps
within the certification process. The following tips will help you speed up your referee registration and certification.

MIHOA Seminar Registration

  1. Register early for your seminar. Registration begins July 17.
  2. You cannot become an official unless you attend and complete a seminar.
  3. You must attend the same seminar level as the level certification that you apply to USA Hockey for

USA Hockey Certification Registration

  1. Register early in the season, (August-September).
  2. All officials MUST REGISTER ONLINE with USA Hockey as an on ice official.
  3. Apply only for a level for which you are eligible and to register for the same level seminar.
  4. If you are under 18 years of age, you must have your parent or guardian help you with online registration.

Seminar Attendance

  1. Attend a USA Hockey Seminar administered by MIHOA early in the season.
  2. You do NOT have to apply to USA Hockey or complete the USA Hockey Rules Exam before you attend a
    seminar administered by MIHOA.
  3. Be sure to bring your Seminar Confirmation Sheet to your seminar and hand it in  to your seminar room
    instructor upon request.
  4. You must attend the entire seminar and participate in the on ice instruction or test to receive credit for
    attending the seminar.
  5. Renewing officials: Bring a current rule book, playing rules handbook, and pencil & paper for taking notes.
  6. New officials:  Bring paper and pencil/pen and rule book if you have gotten it

USA Hockey Open Book Exam

  1. Notification by email of your ability to access the open book test online will occur usually 24 hours after
    online registration with USA Hockey occurs.  
  2. Use the rule book and basic manual to answer all questions. (Level 1 should wait until after attending
    seminar to submit)
  3. Answer all questions you are required to answer [Level 1: 50 questions; Levels 2, 3, 4: 100 questions]
    (Classification Requirements).
  4. Print a copy of your answer sheet for your records prior to submitting for scoring.

USA Hockey Card and Crest

  1. Allow 2-3 weeks for delivery of the card, crest and test score results after all of the above steps have been
    taken (tests completed and seminar attended).
  2. You will not receive your USA Hockey card and crest until USA Hockey has received verification of your  
    seminar attendance from MIHOA to match with your USAH registration and open book test score.
  3. Contact the MIHOA Registrar if more than three weeks have elapsed after you have completed all of the
    above listed steps and you have not received your USA Hockey card and crest.
